The El Paso Police Department (EPPD) Sex Offender Registry Team played a crucial role in this multi-agency effort. In 2009, Dove was convicted on three counts of Delivery of Marijuana and received a concurrent six-month sentence for each offense. Subsequently, in 2016, he was convicted of two counts of Indecency with a Child by Sexual Contact, stemming from incidents involving a five-year-old boy, resulting in concurrent five-year sentences in TDCJ. Dove had been sought since November 2022, when EPPD issued multiple warrants for his arrest for Failure to Comply with Sex Offender Registration Requirements.

Further warrants were issued by El Paso County since January 2023 for Failure to Comply with Sex Offender Registration Requirements and Evading Arrest/Detention. Dove's arrest did not result from tip information received through Texas Crime Stoppers, no reward will be provided in this case.
