
Texarkana, TX Names New Director for Planning, Community Development, and Health
The City of Texarkana, Texas, has named Daphnea Ryan as its new Director of Planning, Community Development, and Health following a nationwide search.
Ryan steps into the role after the resignation of former director Vashil Fernandez. City officials say her nearly two decades of experience within the organization made her a strong choice to lead the department forward.
Nearly 20 Years of Service to the City of Texarkana
Ryan began her career with the City in 2007 as an administrative coordinator in Community Development. Over the years, she has held several key roles, including Environmental Services Manager and City Planner.
During her time as planner, she worked on major initiatives involving community development block grants, historic preservation efforts, and neighborhood engagement.
Leading Grants, Environmental Projects, and Workforce Training
Most recently, Ryan served as Grants Administration Manager, overseeing the City’s growing portfolio of state and federal grants. Her work included environmental assessments, cleanup projects, and leadership of the EPA Brownfields Program.
She also helped launch a job training program in partnership with Texarkana College, preparing more than 50 participants for careers in environmental and technical fields.
Focus on Redevelopment and Housing Initiatives
Ryan has played a role in several redevelopment efforts, including early environmental cleanup tied to the former Texarkana National Bank site. She is also involved in upcoming projects like Landmark on Pine, which aims to transform the former Texarkana Gazette building into mixed-income housing.
Looking ahead, she will help lead housing efforts through the HOME Investment Partnerships Program, including the construction of new homes for low-income residents.
Texarkana City Leadership Praises Appointment
City Manager David Orr said Ryan’s experience and dedication made her the right fit for the position.
“We are excited to name Daphnea as our new Director of Planning, Community Development, and Health,” Orr said. “Her deep institutional knowledge and commitment to improving quality of life in Texarkana make her the ideal person to lead this department forward.”

Ryan said she is honored to take on the position and build on the work already in place.
“I am committed to building on the strong foundation already in place as our team moves forward to advance new initiatives for our residents,” she said.
Ryan is currently part of the 2025–2026 Leadership Texarkana class and plans to pursue her Certified Public Manager designation in 2027.
