78-Year-Old Arrested After Alleged Attempt to Meet Minor in Texarkana

A 78-year-old Queen City, Texas, man has been arrested in Texarkana on charges related to the online solicitation of a minor and possession of child pornography.

Arrest Made After Alleged Online Communication with Minor

According to the Texarkana Texas Police Department (TTPD), officers took David Keggan into custody on Wednesday afternoon after responding to a report at a local residence. Investigators say Keggan had allegedly driven from Cass County to meet what he believed was an 11-year-old girl for sex after communicating online.

Suspect Believed He Was Meeting an 11-Year-Old Girl

Authorities say the child was actually an adult posing as a minor as part of an effort to identify potential online predators.

Detective Casey Schmidt led the investigation and has already identified at least two individuals, now adults, who investigators believe may have been victims in the past. Police say those cases were never reported at the time.

Police Believe More Victims May Exist

Officials believe there could be additional victims and are asking anyone with information, or who believes they may have been affected to contact Detective Schmidt at 903-798-3193.

Keggan remains in the Bi-State Jail, his bond is set at $300,000.

All suspects are considered innocent until proven guilty in a court of law.
