TerraVolta Resources Wins $225M DOE Grant for Texarkana Lithium Facility
Good economic and jobs news for the Texarkana area as a billion-dollar project has been awarded to a company to develop a lithium production facility here in the Ark-La-Tex. When the plant is fully operational, it should provide our area with about 125 permanent jobs.
In a story on ConnectCRE.com a company called TerraVolta Resources has been awarded $225 million by the U.S. Department of Energy (DOE) to develop a lithium production facility in the Texarkana region, spanning both Arkansas and Texas. The $1 billion project, known as Liberty Owl, will focus on producing battery-grade lithium from domestic brine resources using advanced direct lithium extraction technology.
Once operational, the facility is expected to produce at least 25,000 tons of lithium carbonate annually—enough to power approximately 500,000 electric vehicles each year. This marks a significant step toward increasing the supply of domestic lithium for the growing electric vehicle market.
TerraVolta completed a successful supply well earlier this year, which confirmed the company’s premium lithium resources and industry-leading concentrations. This success lays the groundwork for the large-scale production planned at Liberty Owl.
In addition to boosting the electric vehicle supply chain, the project will have a positive impact on the local economy. TerraVolta’s Liberty Owl facility is expected to create over 125 permanent jobs in the Texarkana region. Construction is scheduled to begin in 2028, with operations targeted to start by 2029.
